Meet the council: Basingstoke and Deane

Councils from outside London also attend Sitematch. We speak to Kate Dean, project director of Basing View and commercial developments at Basingstoke and Deane Borough Council in Hampshire.

Why are you taking part in Sitematch 2018?

This is an exciting time for Basingstoke with ambitious plans for the future building on Basingstoke's advantages of location, environment and history of successful growth. A £4 billion investment programme is underway, bringing massive private and public investment to the area which will continue to make the borough an even better place to live into the second half of this century.

Sitematch is the perfect platform to put the spotlight on Basingstoke to show developers and investors the potential opportunities the borough has to offer and the council’s 'can-do' attitude.

How do you think your participation in Sitematch London will benefit your council?

Basingstoke and Deane Borough Council's commercially-minded and proactive approach is already paying dividends.

We'll be highlighting to developers and investors key multi-million pound projects that are planned or already underway and will help to future-proof Basingstoke.

These include the regeneration of the town central business district at Basing View and the development of much-needed new homes and communities on land in public ownership at Manydown.

What key sites is your council currently looking to develop?

The borough has development in only 8% of its total area of 63,000 hectares and the council also owns 70% of the employment land in the borough.  This means that as well as the identified major capital projects highlighted below, the borough has exciting growth potential and presents future opportunities for developers and investors.

Manydown: Basingstoke Council and Hampshire County Council are in the final stages of appointing a joint venture partner to help develop one of the largest residential developments on land in public ownership in the South East.

Manydown is a large greenfield site of around 843 acres at the edge of Basingstoke in the councils’ joint ownership, which is being designed to deliver a wide range of housing to accommodate the needs of future residents in Basingstoke.

The development will ultimately see the delivery of around 8,000 homes over two local plan periods developed in a manner that is consistent with ‘garden town’ principles. The first phase of circa 3,200 homes, together with associated infrastructure and some commercial and retail space, is allocated in the adopted Basingstoke and Deane Local Plan and the outline planning application has been submitted.

Basing View: Home to a wide variety of organisations, this 65-acre business district is undergoing major redevelopment, creating a modern, sustainable, commercial community situated within the town centre. The master plan includes a mix of new office space, a business class hotel, residential and supporting amenities.

Significant new investment has already been secured with a £50 million Network Rail regional operating and national training centre, plus the largest combined John Lewis at Home and Waitrose store in the country.

Working with Abstract Securities, a new speculative grade-A office development is under way with completion targeted for spring 2018 and a recent £20 million deal with Village Hotels will mean the arrival of a business-class hotel on site.

Since April approximately half of Basing View has been designated as an 'enterprise zone', providing eligible businesses locating or expanding in the zone 100% business rates relief up to £275,000 over a five-year period – which will be attractive to organisations of all sizes.

What kind of development partners are you looking for at Sitematch London?

We are already working with a number of development partners on key developments but are open to discussions with developers that are well resourced and experienced in delivering projects of scale and share our ambitions for the borough.  

What are some of the qualities that make a developer attractive to work with?

We are looking for private sector partners with a strong track record of joint ventures and delivery, together with experience of working within a political environment in which lines of communications are always open, and both parties work towards a shared goal.

London Borough of Ealing will be hosting 15-minute meetings at Sitematch London on the 8th February, along with 28 other local authorities and London's developers and investors.
